Outdoor Faucet with holes?

I just bought this house, and there is a Outdoor Faucet, but it is different from anything I have seen and I don't know what its purpose is. It has the faucet and the handle next to eachother, and when you turn on the faucet, not only does water come out of the faucet, but there are holes behind the handle where the water sprays out on all sides and onto the house. It isnt broken or anything, this was how it was designed. I do not know what the purpose of this is. It is called woodford. Anyone ever seen anything like this and know what it is for?

This is most likely something called a "vacume brake" and water coming out of it anywhere, other than the threaded end, is a symptom of a malfunction. If the water is more than a drop or two, call a plumber to remove and replace it. The plumber will need to drill out the set screw [which is designed to brake off to prevent removal of the vacume breaker]. This device is designed to prevent ground water contamination of the public water supply and MUST be replaced, do not remove it and leave it off.
