Faucet: Please help with a Leaky Faucet! Also, is this replaceable?

My girlfriend will be moving into my two-bedroom apartment in less than four months and I'm going to begin the process of dealing with my landlord and/or fixing things up myself throughout the apartment - beginning with the bathroom. This is an old building (as you'll see) and the bathroom area is nasty. Here is a shot of my drippy, leaking left faucet. I'm waiting for the maintenance people to come in and save the day, but so far they haven't showed up - or have they? It's been leaking non-stop and I need some help!
Also, and a side-note: If I wanted to, could I replace these Faucet Handles or are they built into this archaic porcelain sink?

I would replace the entire sink with a new pedestal sink or a new vanity. You don't show the whole sink but I'm guessing this is one of those old sinks with a separate hot and cold faucet on the sink. Those really suck and can be a scald hazard because one faucet only sends out hot water directly from the water heater and the other sends out cold water from the cold line. These are very popular in the UK for some reason.
Also, based on the other pictures you posed on flickr, you need a bathroom renovation badly. That is borderline cruel and unusual.
